Milwaukie Assistant Finance Director Rina Byrne has been promoted to finance director effective Tuesday.
Byrne served as assistant finance director for more than two years. Before coming to Milwaukie, Byrne was a senior manager at Talbot, Korvola & Warwick in Portland for six years, where she supervised audits and financial reviews of governmental and non-profit organizations.
West Linn finance officials Casey Camors and Richard Seals have been sharing their services with Milwaukie since 2011, the year four Milwaukie finance staffers left from a combination of retirement and expiring contracts.
In Dec. 2011, Milwaukie shifted to a biennial budget, mirroring West Linn's budget process.
The Milwaukie City Council thanked Camors for her work at an April 2 regular meeting. Camors presented the Government Finance Officers Association Distinguished Budget Award to the council and noted it was the city's sixth award in two years.
"The difference you, Richard and Rina -- when she joined you -- have made to this city... people out there only have a small inkling of the huge difference you have made," said Council President Dave Hedges during the presentation.
The city will advertise for an assistant finance director immediately, but will continue to have West Linn's finance staff available in a limited capacity to assist with the transition and through the next budget cycle.
"After considering our options for moving ahead building our financial team, we felt that Rina had the best combination of personal and professional skills to lead our Finance Department," said Milwaukie City Manager Bill Monahan.
