Apple patent reveals three-lens, three-sensor iPhone camera

Back of iPhone

NBC News file

The back of the iPhone 5.

Your point-and-shoot is living on borrowed time. Recently released devices such as the Nokia Lumia 1020 and Samsung Galaxy S4 Zoom have some of the most powerful cameras of any smartphone, and Apple may be planning their own optic innovation for future iPhones. According to a patent granted by the USPTO Tuesday, the California-based manufacturer secured the right to create a triple-lens, triple-sensor image capture device that would allow for unprecedented color quality.

The patent's abstract states that the technology will utilize one image sensor for luminance and two for chrominance. Each of these sensors will have an accompanying lens assembly that will help direct incoming light. This combination of sensors and lenses has the potential to eliminate "blind" spots in photos, since the chrominance and luminance sensors can create a composite image that would fill in color information that might normally be lost due to near field objects.

Apple isn't likely to implement this new technology into the iPhone anytime soon, but it could become a major selling point for its smartphones in the future. This patent arrives on the heels of a variety of rumors regarding the future of the iPhone's camera, as the next iPhone could potentially launch with a 12MP lens.

With Nokia, HTC and Samsung consistently improving the power of their smartphone cameras, the iPhone faces some steep competition. Apple enthusiasts will have to wait until September to see if the iPhone will once again bring innovation to the realm of phone photography.

Hi

Ditto; I'm not sure whether I should sit back and laugh, or if I should be generally concerned for my well-being. (Or future well-being that is.) But all I can do is sit back and pray that nothing breaks... or explodes. Yes explosions are cool, but with caution taken. Or used excessively in movies or books, yes that's good.

Gah that's a sin, I hate it when you have to leave a roleplay like that. I had to leave a roleplay site a couple of days ago, because one of the moderators was harassing me and they refused to do anything about it. But I'm still checking in on the roleplay I was in on that site, it was quite enjoyable!

Hm, I can't say that I can beat an Elf at Hogwarts (though I think that's flippin' amazing.) I like themes that are modern but with a twist - like someone from our world gets hauled into another world, or the other way around. Or something like some mortals are tasked by some god who's gifted them with supernatural powers. I also like demons and angels, they're always fun.

Marijuana Use in Adolescence may Cause Permanent Brain Abnormalities: University of MD

"Over the past 20 years, there has been a major controversy about the long-term effects of marijuana, with some evidence that use in adolescence could be damaging," says the study's senior author Asaf Keller, Ph.D., Professor of Anatomy and Neurobiology at the University of Maryland School of Medicine. "Previous research has shown that children who started using marijuana before the age of 16 are at greater risk of permanent cognitive deficits, and have a significantly higher incidence of psychiatric disorders such as schizophrenia. There likely is a genetic susceptibility, and then you add marijuana during adolescence and it becomes the trigger."

"Adolescence is the critical period during which marijuana use can be damaging," says the study's lead author, Sylvina Mullins Raver, a Ph.D. candidate in the Program in Neuroscience in the Department of Anatomy and Neurobiology at the University of Maryland School of Medicine. "We wanted to identify the biological underpinnings and determine whether there is a real, permanent health risk to marijuana use."

The scientists including co-author Sarah Paige Haughwout, a research technician in Dr. Keller's laboratory began by examining cortical oscillations in mice. Cortical oscillations are patterns of the activity of neurons in the brain and are believed to underlie the brain's various functions. These oscillations are very abnormal in schizophrenia and in other psychiatric disorders. The scientists exposed young mice to very low doses of the active ingredient in marijuana for 20 days, and then allowed them to return to their siblings and develop normally.

"In the adult mice exposed to marijuana ingredients in adolescence, we found that cortical oscillations were grossly altered, and they exhibited impaired cognitive abilities," says Ms. Raver. "We also found impaired cognitive behavioral performance in those mice. The striking finding is that, even though the mice were exposed to very low drug doses, and only for a brief period during adolescence, their brain abnormalities persisted into adulthood."

The scientists repeated the experiment, this time administering marijuana ingredients to adult mice that had never been exposed to the drug before. Their cortical oscillations and ability to perform cognitive behavioral tasks remained normal, indicating that it was only drug exposure during the critical period of adolescence that impaired cognition through this mechanism. The researchers took the next step in their studies, trying to pinpoint the mechanisms underlying these changes and the time period in which they occur.

"We looked at the different regions of the brain," says Dr. Keller. "The back of the brain develops first, and the frontal parts of the brain develop during adolescence. We found that the frontal cortex is much more affected by the drugs during adolescence. This is the area of the brain controls executive functions such as planning and impulse control. It is also the area most affected in schizophrenia."

Dr. Keller's team believes that the results have indications for humans as well. They will continue to study the underlying mechanisms that cause these changes in cortical oscillations. "The purpose of studying these mechanisms is to see whether we can reverse these effects," says Dr. Keller. "We are hoping we will learn more about schizophrenia and other psychiatric disorders, which are complicated conditions. These cognitive symptoms are not affected by medication, but they might be affected by controlling these cortical oscillations."

"This study is an example of how the basic science research taking place in our state-of-the-art laboratories can impact human health and inform health policy," says E. Albert Reece, M.D., Ph.D., M.B.A., Vice President for Medical Affairs at the University of Maryland and John Z. and Akiko K. Bowers Distinguished Professor and Dean of the University of Maryland School of Medicine. "We are proud of this groundbreaking discovery and look forward to watching this research develop further."

App Store submissions reportedly taking longer to process following Developer Portal outage

After an eight day outage of the Apple Developer Portal, it's almost to be expected that there might be a backlog of submissions for App Store approval. As it turns out, that may well be what's happening, as developers are reportedly starting to receive written communications from Apple explaining some delays. ReadWrite obtained one of the messages:

?We are currently reviewing an app that you submitted for inclusion on the App Store, and want to let you know that the review process will require additional time. We apologize for the delay and will provide you with an update on the status of your app as soon as possible.?

This was also corroborated by other developers they spoke to, one of which also stated they'd never received a similar notice from Apple before for app submissions. True, it isn't like Apple at all, as they're usually pretty good at turning around approvals in a short space of time. That said, areas of the Developer Portal still remain out-of-bounds, so if they're experiencing issues and a backlog has built up, they're well within their rights to slow things down and work it through. It's pretty decent of them to let the developers know what's going on, too.

No doubts, it's been a tough couple of weeks for Apple. If you're a developer and you've had something similar from Apple, we'd love to hear from you. How is the added delay affecting you?

Chromecast review

Chromecast.

Did this $35 dongle just make Google a player in your living room? We think so

Chromecast came out of nowhere and got a lot of people excited about what it had to offer. Everyone had been expecting Google to do something with the idea that was born in the Nexus Q, but the media and the public were both pleasantly surprised when Sundar Pichai showed us the little dongle that held so much power.

Chromecast is not quite Google TV, and it's not quite a Roku. It fills a happy medium between the two, and is a great way to get your content on to your television. With platform support from Android and iOS, as well as the Chrome browser and OS, it's useful for most people. With an open set of APIs for developers to use we can imagine big things from this little stick. If you're tied into the Google ecosystem, it's a no-brainer. Even if you're not, it's a cheap solution to get content from the web to the television without any wires or hassle. Let's have a look at what it is, what it does, and how you can use it.

What should I learn first to develop Android app and game?

I need a guide suggestion on learning for developing Android app and game.

First of all, I have no background in programming and I am never good in math. What I do have is artistic skill and two ideas for mobile devices, one calendar app and one time management game.

What I found on the web is that Java seems to be the language to learn if developing an app while C++ is good for developing a game. I can definitely handle graphic art and animation but I have no idea where to start on the programming part. I downloaded SDK (Java) and discovered Cocos2d-X (C++) and I don't know what to do next, haha.

Unfortunately, I am kind of old now so I can't really go back to school and picking up two languages at the same time especially with the time efficiency. Really wish I had all these courses back in my university....

Anyone have suggestion for me. Which should I learn first? Or there are other ways, engine, language, developing strategy...etc. that would suit me better?

Any would be great, thanks for helping!

Radio personality David "Kidd" Kraddick, 53, dies at charity golf event

Radio and TV personality David "Kidd" Kraddick, the high-octane host of the "Kidd Kraddick in the Morning" show heard on dozens of U.S. radio stations in national syndication, has died at a charity golf event near New Orleans, a publicist said. Kraddick was 53.

The Texas-based radio host whose program is syndicated by YEA Networks, died at his Kidd's Kids charity function in the New Orleans suburb of Gretna on Saturday, said publicist Ladd Biro in releasing a statement on behalf of YEA Networks.

"He died doing what he loved," said Biro, of the public relations firm Champion Management, speaking by telephone with AP early Sunday. He said he had no further details on the death.

The "Kidd Kraddick in the Morning" show is heard on more than 75 Top 40 and Hot AC radio stations and is a leader among most-listened-to contemporary morning programs, Biro noted. He added the program is also transmitted globally on American Forces Radio Network. The show's cast is also seen weeknights on the nationally syndicated TV show "Dish Nation," he added.

"All of us with YEA Networks and the "Kidd Kraddick in the Morning" crew are heartbroken over the loss of our dear friend and leader," the network statement said. "Kidd devoted his life to making people smile every morning, and for 21 years his foundation has been dedicated to bringing joy to thousands of chronically and terminally ill children."

The statement said the cause of death would be released "at the appropriate time." Many fans of the show posted condolences and messages of mourning on a Facebook page devoted to the show. One Texas radio station ran photographs on its website of Kraddick.

"Oh Man, I just heard Kidd Kraddick died! He's my childhood dj. What a sad day. His poor family. He was always nice 2 me from the beginning," tweeted singer Kelly Clarkson.

Richie Tomblin, the head golf professional at the Timberlane Country Club Saturday, described Kraddick as looking ill when he showed up.

"He came out and he borrowed my golf clubs and went out to the driving range," Tomblin told AP when contacted by phone. "It's kind of a freaky situation. He came out. He practiced a little bit. He hit the ball at the first tee and wasn't feeling good and after that I didn't see him."

Tomblin said the event with hundreds of amateur golfers taking part went on without Kraddick present. He added he only found out afterward about the death and was still shaken and trying to come to grips with it.

"I'm still trying to figure it out. I really don't know what happened. Everyone keeps texting me asking, 'What's going on?' I really don't know," said Tomblin, adding he was even reluctant to touch the set of clubs Kraddick had borrowed earlier in the day.

San Jose bride with terminal cancer to get her dream wedding

Knowing that her time is running out, Jen Bulik decided to get married to her longtime boyfriend. Dozens of strangers have pitched in to give the San Jose bride the wedding of her dreams.

KNTV

Knowing that her time is running out, Jen Bulik decided to get married to her longtime boyfriend. Dozens of strangers have pitched in to give the San Jose, Calif., bride the wedding of her dreams.

This bride chose life.

After five months of aggressive lung cancer treatment, Jen Bulik?s doctors told her family that she had less than six months to live. Her body may have been failing her, but the 35-year-old decided that she had a lot more living left to do.

She wanted to get married ? now.

?Because I wanted to focus on life,? the San Jose woman told NBC.

Bit by bit, that determination to stay positive drew others to her side. This Saturday, strangers are coming together to give Bulik the wedding she?s been dreaming of ever since she was a little girl.

RELATED: GIRL BATTLING CANCER GETS WISH TO PLAY IN SNOW ? IN TEXAS

Bulik planned to wed her boyfriend of six years, Jeff Lang, in a small ceremony. With less than two weeks to get ready, Bulik was going to keep it simple by setting up folding tables in her family?s backyard and serving barbecue in paper plates.

When Bay Area wedding planner Erica Ota heard about Bulik?s wish, she decided she had to help.

?I was looking at Jen?s Pinterest board, at the fantasy wedding she couldn?t afford,? Ota told the Daily News. ?And I decided I was going to do anything to make it happen.?

The social worker-turned-event planner usually starts working on weddings six to nine months in advance. But within 12 days, she rounded up more than 40 Bay Area vendors who agreed to donate around $50,000 in professional services.

?It?s amazing to see the outpouring of love and support that this couple has,? Ota said. ?I spent the first week crying in front of the computer, reading all those offers and messages.?

Drawing from Bulik?s Pinterest board, Ota planned a ?rustic chic? wedding, filled with sweet details like mason jars, twine and lemonade.

The ceremony will take place on July 27 at a local park in San Jose. It?s a few blocks away from Bulik?s parent?s home, where the reception will be held. A New Orleans jazz band volunteered to lead the newly married couple and their 120 guests to the dinner party. Neighbors are planning to line the streets to make the procession feel more like a parade.

The Bulik family?s backyard was originally pretty small, but their neighbor offered to knock down a wall so that two yards could be joined together. Other friends and family chipped in to rebuild the Bulik?s crumbling deck into a brand new dance floor.

?We?ve strung both backyards with hundreds of feet of lighting so it looks like a fantasy land,? Ota said. ?People will be dancing under the stars.?

There will be a barbeque station, taco bar and a gluten-free candy buffet.

Ota managed to get at least 95% of the things that Bulik pinned onto her Pinterest board ? even the canoe filled with party drinks.

RELATED: PIZZA PARTY! GIRL, 2, WITH CANCER GETS HER WISH

All Bulik has to do is walk down the aisle.

?The thing is, they?re such simple people,? Ota said. ?So positive and so hopeful, and they didn?t ask for anything from anybody. But they deserve this and more.?

Erica Ota has started a GiveForward campaign to help pay for Jen Bulik?s medical expenses and for her family?s last vacation together. To donate, click here.

Hipstamatic Oggl and Oggl Pro bring Instagram sharing to Windows Phone

hipstamatic-oggl-windows-phone

As reported earlier, Hipstamatic went on stage with Nokia at the Lumia 925 launch event and announced that they are bringing their currently iPhone exclusive Hipstamatic Oggl app to Windows Phone 8 devices from Nokia. Popular for its filters and the funky UI, the app remains the only official solution to post directly to instagram. But Hipstamatic does have its own community too and that?s called Oggl. The free Oggl app includes five pre-set lenses and films, and the ability to edit and share photos to Oggl, Facebook, Twitter, and Instagram. The app is now available on the Windows Phone Store and you can get it here.

The Oggl PRO on the other hand is an exclusive app especially tailored for the Lumia 1020?s awesome camera. It has manual exposure, white balance, ISO and shutter speed, and 3x lossless zoom, which is currently usable only in Nokia?s own Pro camera app. This app is exclusive to the Lumia 1020 and is not available for other devices, we presume.

However, as with any high profile free app these days, there are in-app purchases, but in a subscription model. You can either pay 2.99$ quarterly or 9.99$ yearly to get new lenses and gear every month, and also makes the community experience ad-free. We tried out the Oggl app on our WP8 Lumia, and were impressed with its functions but not its cluttered UI that, in no way, is as usable as its meant to be. We also faced some upload issues, but the developers noted it was due to high traffic so hopefully these issues are fixed soon, as the hopes of getting an official Instagram client on Windows Phone seems bleaker as the days go by. Also, it is important to note that this app allows just sharing and that alone to your already active Instagram account.

Nokia Lumia 1020 review

Nokia Lumia 1020 review 41MEGAPIXELS HOLY CRAPZORS

There was no shortage of stunned faces in the audience when Nokia CEO Stephen Elop announced the 808 PureView at Mobile World Congress 17 months ago. Who would have thought a Symbian-powered device would be a show-stealer -- in 2012? After all, Elop had all but declared the platform dead one year before, and the idea of a smartphone with a 41-megapixel camera was an industry first. Questions lingered immediately after: how is that actually going to work on a phone? Why Symbian? And when would it show up on Windows Phone, Nokia's OS of choice?

As it turns out, the 808 PureView was the culmination of five years' worth of imaging experts putting their heads together, and Nokia wanted to get the proof of concept out the door while getting the innovative tech ready for Windows Phone. A few months after the 808's release, we started seeing the first fruits of this effort in the Lumia 920, but there was work yet to be done. Finally, the time has come for the company to launch the 808's WP8 counterpart, the Lumia 1020, and it's launching on AT&T this Friday for $300 as a US exclusive. We were able to peel ourselves away from taking pictures long enough to jot down a few thoughts, so shoot below the break to take a closer look.

Sebelius recruits women to blog about health law

(AP) ? President Barack Obama's administration is courting female bloggers to play a role in a massive campaign aimed at informing the public about the benefits of the new health care law.

Over breakfast at a blogging conference Thursday in Chicago, U.S. Health and Human Services Secretary Kathleen Sebelius asked a banquet hall full of bloggers ? most of them women ? to help spread the word about new health insurance opportunities that begin this fall under the Affordable Care Act.

Many uninsured Americans know little about how the law will affect them, Sebelius said, and want information from people they trust.

"I bet you more people could tell you the name of the new prince of England than could tell you that the health market opens Oct. 1," Sebelius said at the national BlogHer conference.

In a little more than two months, each state will have a Web-based insurance market where people can comparison shop for a health policy. The law requires most people to get covered and many will receive financial help paying their premiums through new tax credits.

The administration has been recruiting celebrities, librarians and now bloggers to help with a marketing blitz aimed at enrolling the uninsured. The federal government has a $41 million contract with public relations firm Weber Shandwick for a national campaign. Separately, federal grants will fuel a $684 million outreach effort through the states.

To the bloggers, Sebelius plugged the law's protections for women, garnering applause when she said health insurers will no longer be able to charge women more than men for a similar policy. She cited the law's guarantee of breast cancer screenings and contraception benefits for women without extra fees or copays.

In the audience was Jenni Prokopy of Chicago, who blogs at chronicbabe.com and has 20,000 unique visitors a month, mostly women with chronic illnesses. Her readers often ask her about insurance and health care costs when "they're freaked out and don't know where to turn."

"It's my responsibility to give them accurate information (about the health care law) and present that information in a way that's still my voice," Prokopy said.

Blogger Jennifer Kehl of Deerfield, Ill., was more skeptical. She said she's "not a big fan of Obamacare, to be honest" because "I need less bureaucracy, not more." But after hearing Sebelius speak, she said she would check the government's healthcare.gov website to learn more.

The BlogHer blogging network has a combined audience of 92 million on all social media platforms, said co-founder Jory Des Jardins of Oakland, Calif., so it makes sense for Sebelius to recruit them.

"It's the best way to get to the grassroots," she said.

"Very often the conversation (on health care) happens over the heads of most people," Des Jardins said.

Bloggers know their audiences and can write about the law in terms they can understand, she said.

Mothers are a big target for the administration. Market research shows that healthy young adults ? who are important to the financial sustainability of the new insurance marketplace ? listen to their moms when it comes to health decisions.

"One of the most trusted voices is mothers," Sebelius said at a Chicago health center later in the day. "We're trying to get a lot of information into women's hands because women often purchase the health care for their family .... With adult children they can be a very powerful and compelling voice."

Coverage under the new health policies begins Jan. 1, but people can still enroll through March 31 of next year.

Bloggers can keep the enrollment message alive after the mainstream news media moves onto other stories, said another BlogHer co-founder, Lisa Stone of Palo Alto, Calif. Stone said she heard buzz after Sebelius spoke about coordinating a day where bloggers would simultaneously write about the law.

"After the first wave, bloggers could remind people that they have enough time to get educated and make some choices," Stone said.

Stern who? Mandel cozies up with 'AGT' ladies

TV

The "America's Got Talent" live rounds kicked off Tuesday at New York's Radio City Music Hall, but according to veteran judge Howie Mandel, the real fun started after the show.

During a Wednesday morning visit to TODAY, Mandel teased about the post-"Talent" party back at his hotel.

"It was a threesome!" he boasted. "I invited Heidi (Klum) and Mel (B) back to the hotel for a nightcap."

TODAY guest host Mel B said the celebration went on until 2:30 in the morning ? well, that's when she left. But it seems there was one "Talent" judge who missed out on the fun all together. Didn't Howard Stern get an invite?

"No," Mandel said, as if stating the obvious. "Heidi Klum and Mel B are sitting there and you say, 'Would you like to come back to the hotel?' Do I need Howard?!"

Point taken.

As for the on-air fun before the party, Mandel had a clear favorite from Tuesday's show ? acro-balancers The KriStef Brothers.

"Amazing," he said of the duo.

That's also Mandel's take on his own new endeavor, "Deal With It." Mandel serves as executive producer on the TBS game show that sees him and other celebrities convince people to secretly do their bidding for a chance to win some cash.

See the video above for a sneak peek of the action to come.

The series premiere of "Deal With It" airs Wednesday at 10:30 p.m. on TBS. The next "America's Got Talent" live show kicks off the same night at 9 on NBC.

Boston College football: What you need to know from ACC media days (and what's left to learn)

    steve addazio boston college football.JPG

Boston College coach Steve Addazio has some work to do if his team is going to reach .500 this season. (The Associated Press)

For the rest of the week, we'll look at what we learned about each of the ACC schools at media days and what we still need to find out. First up is Boston College.

    By Patrick Stevens

NEED TO KNOW (from media day)

    • New coach Steve Addazio might not turn around the Eagles overnight, but he didn't waste time upon arriving in December and starting to nudge things in the right direction.

It started from the first workout the former Temple coach witnessed in his new capacity.

"I saw some guys who didn't dress right, had ripped shirts, their hands were behind the line," Addazio said. "I pulled them over and I told them that will never, ever happen again. I walked in the locker room and there was stuff on the floor. That's never happened again. It started that day and it's never subsided."

    • Addazio is optimistic about the Eagles' running game, particularly with what he inherited up front.
"I think we have a good offensive line," Addazio said. "We're going to develop and get big and strong. We have a strong, powerful back in Andre Williams. We have to keep him healthy because we don't have another one."

WANT TO KNOW (in the next few months)

    • Is a bowl game within reach? Quite possibly not. The state of the Eagles' program in the wake of the four years of diminishing returns seen under former coach Frank Spaziani was woeful, and coach Steve Addazio has some work to do secure a .500 season in the ACC's New England outpost.
    • Is there immediate hope for the defensive line? It wasn't long ago Boston College's rugged defensive front was one of the proudest units in the ACC. Last year, the Eagles ranked dead-last nationally in sacks and tackles for loss and 115th (out of 120 teams) in rush defense. This is a good place to begin a rebuild.
    • Just what will BC's offense look like? The Eagles' revolving door at offensive coordinator over the last half-decade has ensured Chase Rettig is more experienced than just about any quarterback at learning new systems. But will the new staff adjust to the strengths of Rettig and other veterans (like receiver Alex Amidon) or simply implement a preferred system. Of note (though not necessarily of relevance): Both of Addazio's Temple teams ranked 116th nationally in passing.

    IMPORTANT DATES

    • Season opener: Aug. 31 vs. Villanova
    • Faces Syracuse: Nov. 30 at the Carrier Dome

White House senior adviser Dan Pfeiffer said Tuesday on Twitter that every GOP member should condemn Rep. Steve King (R-IA) for his allegation that for every valedictorian DREAMer--or an immigrant brought to the country as a child--there are a 100 more who are smuggling drugs into the U.S.

Smokey the Bear Meets the 21st Century in These Firefighting UAVs

Remember, only you can prevent forest fires. But that doesn't stop them from happening with frightening regularity and increasingly destructive force. To better understand and predict the atmospheric conditions that lead to these wildfires, one research team wants to float an armada of disposable, self-guided sensor-toting UAVs into the flames' maw. Finally, all those years of making paper airplanes in the back of the class are finally paying off.

Nokia Lumia 625 leaked, suggests 4.7-inch display, 1.2GHz dual-core CPU, 5-megapixel cam and LTE (update)

DNP Nokia Lumia 625 leaked, suggests 47inch display, 12GHz dualcore processor and 5megapixel rear camera

It looks like that "Something Big" that Nokia was hinting about earlier this morning might turn out to be the Nokia Lumia 625, if this leak by Finnish publication Puhelinvertailu is to be believed. The specs appear to match what was revealed a few days ago on China's certification site; it'll apparently sport a 4.7-inch Gorilla Glass 2 IPS WVGA (800 x 480) LCD, a 1.2-GHz dual-core Snapdragon S4 processor, 512MB RAM and a 2,000mAh battery. The leak also hints at a rear 5-megapixel camera with 1080p recording, a front-facing VGA shooter, Bluetooth 4.0 LE and interestingly, an LTE variant with support for European bands (though we wouldn't rule out North American support later down the line). It's difficult to say exactly how the phone will actually look like up close, however, so it's a good thing we'll be up bright and early tomorrow at 9am UK time (4am Eastern) to see Nokia's unveiling.

Update: An additional image of the alleged Nokia Lumia 625, which we've embedded after the break, has just surfaced on @evleaks' Twitter feed. Unfortunately, this latest render tell us nothing new about the handset apart from Nokia's continued design practice of colorful polycarbonate shells.

Update 2: @evleaks isn't done posting Lumia 625 pics just yet apparently, as he's just tweeted yet another render of Nokia's latest, but this time in a cascading arrangement. You can take a look at it after the break.

Are Higher Taxes Solving Fiscal Problems? - Daniel J. Mitchell ...

The budget deficit this year is projected to be significantly smaller than it has been in recent years and some of our statist friends claim that this shows the desirability and effectiveness of higher taxes.

I?m not persuaded, mostly because our big long-run fiscal challenge is a rising?burden of government spending. And the fact that federal tax revenue is gradually climbing back to?the historical norm of about 18 percent of GDPdoesn?t change the fact that we have a looming entitlement crisis ? as illustrated by very sobering estimates from the?BIS,?OECD, and?IMF.

I discuss the implications of tax revenue in this interview Charles Payne of Fox News.

There was no opponent to debate, so here are some additional details on issues that were discussed in the interview.

Taxes debt europeHigher taxes lead to higher spending?? Theevidence from Europe is very compelling?about the tendency of politicians to spend more money whenever more revenue is an option. Heck, even?the?New York Times?accidentally admitted?that tax hikes encourage bigger budgets rather than less red ink. It?s theoretically possible, of course, for politicians to raise revenue without raising spending, but?the starve-the-beast researchsuggests it?s quite unlikely.

Retroactive tax hikes can raise revenue?in the short run?? I think?California voters made a big mistake last November?when they voted to impose a top state income tax rate of 13.3 percent. And that punitive regime almost surely won?t raise much if any revenue in the long run as?high-income people flee the state. But that?s a long-run effect. In the short run, the Prop 30 tax hike will generate revenue ? particularly since the tax hike was retroactive. As I said in the interview, there aren?t supply-side effects when higher tax rates are imposed on income that was earned in the past. But it?s just a matter of time until the?Laffer Curve?bites politicians in the butt.

Nothing else matters if government spending grows faster than the private sector?? Okay, that?s an exaggeration, but regular readers know that I hope ?Mitchell?s Golden Rule? will be my legacy to fiscal policy. To be more specific, good things happen in the long run if government spending grows by, say, 2 percent each year and the private sector expands faster, perhaps 5 percent annually.?Click here to see a video?that shows how nations such as Canada and New Zealand made big progress by fulfilling the rule. Unfortunately, the United States has headed in?the opposite direction during the Bush-Obama years.

P.S. If the United States had implemented something similar to?Switzerland?s successful spending cap, we would be in a?far stronger fiscal policy position today.
